English Learner Programs
Canby School District provides English Language Development programs for all eligible English Language Learners K-12 grades. Each school in our district offers those eligible instruction around increasing English language proficiency skills. The instruction addresses four domains:
- Reading
- Writing
- Speaking
- Listening
Skills and proficiency levels are annually assessed through our state required English Language Proficiency Assessment (ELPA21). Scores are reported to families in a language that they use and understand and are submitted to the state as a requirement.

Oregon Department of Education English Learner Report
The state of Oregon requires we publish an annual report on English Language Learners.
The Annual Report on English Language Learners required by ORS 327.016, provides reporting on financial information for English language learner (ELL) programs, the objectives and needs of students eligible for and enrolled in an ELL program, and provides information on the demographics of students in ELL programs across Oregon.
